Raphael is a civil and environmental engineer with 15 years of experience in provide consulting services to public clients and international organizations. He is a Chartered Professional Engineer (CPEng) in Australia, a Member of the Institution of Engineers in Australia (MIEAust), and a Member of the Hong Kong Institution of Engineers (MHKIE).
Raphael worked for AECOM for about seven years and participated in several major environmental protection projects. Raphael’s experience also includes climate resilient and low carbon development. Raphael is the Certified Energy Manager (CEM) and Certified Carbon Auditor (CAP) of the Association of Energy Engineers, US, and an EDGE expert for the IFC.

Keith Perry is a widely respected project manager and urban development specialist with over 20 years of practical working experience in leading high profile projects for government agencies, international funding agencies and the private development sector. He has worked in some 18 countries, spread across Europe, Asia, the Middle East and the South Pacific, where he is an experienced project manager and team leader. His specialist urban development skills include master planning and urban design, urban policy and land management, city planning and new town development, urban renewal/regeneration, social development and resettlement planning, governance and institutional development planning and market assessments.
Keith has worked frequently and directly with government agencies, leading teams in the preparation of development plans for major new cities and in developing strategies and implementing plans for urban regeneration. In Hong Kong he forged new policy initiatives and plans for the Hong Kong Government/Land Development Corporation (eg Tai Kok Tsui Urban Renewal Study and the Study for the Restructuring of Obsolete Industrial Areas).
Keith has also been a consultant to major players in the private development sector, for the preparation and promotion of strategic master plans and feasibility studies. This has included Sun Hung Kei Properties and New World Properties in Hong Kong and the Ayala and Lopez groups in the Philippines. He is therefore fully conversant with the potential for private sector investment and participation in the development/redevelopment process.

Jonathan Weaver is a skilled urban designer and planner with more than 12 years of experience in leading and supporting high profile projects across China, Central, South and South East Asia and East Africa. He has led and been responsible for coordination of urban development projects in complex and emerging contexts with the United Nations, European Bank of Reconstruction and Development as well multiple private sector organisations. He has contributed to research for the European Union as well as collaborated closely with the World Bank and Asian Development Banks.
Jonathan is well versed in the multi-disciplinary components of integrated and participatory planning with a particular expertise in stakeholder engagement processes, urban resilience and planning for targeted infrastructure investment relevant to the needs of particular contexts. He has specific expertise designing planning strategies for climate resilient interventions that enable the development of inclusive and prosperous communities for both private sector and local government clients. He is familiar with innovations in sustainable urban development processes and is well versed in using frontier technology where relevant such as drone mapping, complex GIS spatial analyses and open source data systems to assist in developing evidence based planning approaches. Jonathan has demonstrated capabilities at both the urban design and strategic planning level ensuring integration of local designs and plans into wider systems.
